Biography of the Founder
Karl B. Moeller
Managing Director
Karl Moeller has dedicated his career to helping government, business, and community organizations utilize evidence-based approaches to improve public health, safety, and the quality of life in the U.S. and abroad.
Early roles with an environmental law firm and the Paul Tsongas presidential campaign inspired Karl to earn a Master of Public Administration from Northeastern University. While still in graduate school, he secured an environmental policy position in the Massachusetts Senate. Two years later, and on advice from a former Senate President to “punch your federal ticket,” he moved to D.C., joining Congressman Jim McGovern’s staff as a Health Legislative Assistant. He advanced through two other health policy-focused promotions while in the House of Representatives.
At the American Heart Association, Karl lobbied Congress on prevention and public health, helping secure millions for community defibrillators and passing a cardiovascular screening benefit for new Medicare enrollees into law.
In 2004 he launched his nonprofit consultancy, and the newly formed Campaign for Public Health hired Karl as Executive Director. For a decade he led the Campaign’s efforts to boost CDC funding, creating programs to educate policy makers, the media, and business leaders on the agency’s evolving work and related budget allocations. He also launched a sister nonprofit and created enduring public health initiatives. Shifts in CDC’s priorities and leadership eventually led to the organization’s closure.
Under Walker Court Associates, Karl then signed a private sector client, initially advising then joining STChealth as its first VP of Public Sector Sales. His role involved meetings with government public health leaders across the U.S. and Canada, and a two-year negotiation with Qatar’s health ministry. Karl left STC as they transitioned its legacy software to a single cloud-based immunization system, which demanded major investments in critical tech upgrades.
Karl then served more than six years as a consultant and employee of the ACMG Foundation. As a consultant he guided a CEO transition, launched an evidence-based guideline program, and broke past fundraising records. He became the Director of Development and Innovation in 2022. During his tenure, Karl raised $5.7 million for its initiatives, established a new Corporate Partner Program, funded graduate fellowships and continuing medical education programs, helped advance medical guidelines, and supported public policy efforts.
In June of 2025, Karl moved to Longmont, Colorado, to be near family and support an aging parent – submitting a letter of resignation to the ACMG Foundation’s CEO and Board later that summer.
Karl continues to advise mission-driven organizations as a volunteer board member and is currently establishing Walker Court Associates as a Colorado-based business. While a Colorado resident, he retains an apartment in Washington, D.C..
Three adult children remain Karl’s greatest source of pride. He enjoys time with extended family and his many great friends – especially when pursuing his passions for flyfishing, hiking, and cycling. His newest project, the renovation of a 60-plus year old family cabin that sits just outside Colorado’s Rocky Mountain National Park, also promises to keep him busy for many weekends to come.
